12th Avenue SE residents grapple with potholes ahead of summer rebuild

Drivers along a deteriorating stretch of 12th Avenue SE in Cedar Rapids are dealing with a frustrating cycle of temporary pothole fixes that fail almost as fast as city crews can lay them down.

The roadway is slated for a complete overhaul through the voter-approved Paving for Progress program. But until that permanent construction begins, drivers say the constant patching is falling short against seasonal weather shifts.

City officials acknowledge the difficulty of keeping the heavily traveled corridor smooth during early spring. Cedar Rapids Streets Operation Manager Mike Duffy explained that moisture settling into pavement cracks freezes overnight and shatters the temporary patches as daytime temperatures climb.

"It is challenging when you get that water freezing in the pothole cause as it warms up they pop back up again," Duffy said.

The persistent damage is precisely what landed the corridor on the city's priority list. Public Works Director Brenna Fall noted that the 12th Avenue SE Rail Crossing and Pavement Improvements project is part of a broader spring initiative launching nearly 60 street projects across town.

When reconstruction gets underway, the work will go far beyond surface repairs. The project includes safety upgrades at the Union Pacific railroad crossing—featuring new lights, crossing gates, and medians—alongside an asphalt overlay, new curbs, sidewalks, water main replacements, and storm-sewer upgrades.

While detours and construction zones will bring temporary headaches, commuters face the ongoing challenge of navigating the current surface damage until the improvements arrive.
