Contractor faces $20K penalty for 40 unpermitted wells at Cedar Rapids data center

A construction contractor on the Cedar Rapids QTS data center project skipped vital permitting steps for dozens of dewatering wells this summer, drawing a proposed $20,000 fine from local regulators.

Linn County Public Health issued a notice of violation to Northern Dewatering after tracking a timeline of unapproved drilling that stretched across late spring and early summer 2025. County records show the wells were drilled between May 20 and June 11, with pumping operations beginning on June 9.

Public health oversight kicked in after a staff member flagged an unpermitted dewatering well on the property in June 2025. Investigators subsequently found up to 40 wells operating without the required permits, fees, or the mandatory 24-hour advance notice to county offices.

Local leaders pointed to the incident as a warning shot for major industrial developments expanding across the Corridor.

"Corporations, contractors, and their subcontractors need to be held accountable when they fail to follow permitting requirements we have in place to protect our residents and our resources," Running-Marquardt said, according to KCRG.

While county health officials are working directly with Northern Dewatering to secure proper permits and complete inspections, a final legal resolution or payment regarding the $20,000 citation request has not yet been established.
